Sponsors of a North Dakota initiative to ban “canned hunts” were dealt a blow when a small number of signatures on petitions to get the issue on the November ballot were thrown out because of incomplete documentation. After 164 signatures were deemed incomplete, the total dropped to 12,751 -- 93 short of the 12,844 needed to place a question on the November ballot that would ask residents if they supported a ban on fenced hunting.
